Foreign adversaries are funneling billions of dollars into American universities, and right now, there’s almost no accountability. Governments like China, Russia, Iran, and North Korea have used opaque funding channels to steal research, transfer sensitive technology, and fuel influence campaigns that have contributed to rising antisemitism on campuses.
The DETERRENT Act (H.R. 1048/S. 1296) is a bipartisan bill that would change that. It strengthens transparency requirements for foreign gifts and contracts to U.S. colleges and universities, closes disclosure loopholes, and gives national security agencies the visibility they need to protect American research and students.
The bill already passed the House with bipartisan support (241-169). Now it needs to pass the Senate, and there is an opportunity to include it in this year’s National Defense Authorization Act (NDAA). But Senators need to hear from you.
Importantly, this bill does NOT ban foreign funding, restrict international students, or regulate academic content. It simply requires transparency, so we know who is funding our universities and why.
